The Transport and Urban Development Authority, is responsible for what happens on Cape Town’s road and rail network, and is in the process of setting standards that will benefit users of that network. 

Freight, as one of the cornerstones of the South African economy, is not regulated or managed in any way by local government. TDA does, however, have a role to play in relation to the network on which freight moves. 

TDA recognises four vehicle groups that can be classified as freight, consisting of local, medium, heavy and long-distance vehicles.
