TDA regards Transit Oriented Development as being of vital importance in addressing the imbalances caused by apartheid, which include the long distances that people earning low incomes must travel to get to work or other destinations and the lack of housing density and mixed land use.
TDA has calculated that public transport services are unable to break even until there are about 40 to 45 dwellings per hectare. Transport provision will only become profitable once there are about 75 dwellings per hectare. Cape Town’s current density averages about 15 to 19 dwellings per hectare. In the light of this TDA has adopted the TOD approach. TDA’s Integrated Public Transport Network Plan (IPTN) 2032 has been approved with a focus on the TOD approach. TDA would like to explore ideas with potential investors how the value of key transport sites can be unlocked. This might include the development of the land around rail and major bus stations, together with their precincts, in order to capture their enhanced land values. There could also be opportunities for development rights above transport facilities to facilitate multi-functional urban communities.

The Foreshore Freeway Precinct includes several unfinished freeways originally designed to link the Nelson Mandela and F.W. De Klerk Boulevards, heading into central Cape Town from the southern and northern suburbs respectively, with an elevated freeway system along the border of the foreshore precinct and the Cape Town harbour.
This project is considered to be a significant lever for public and private transport Investment with large scale opportunity for TOD and a balanced mix of land uses and economic investment.
